Note this year's Belize playground construction is or was scheduled to place Friday February 6th to Monday February 9th 2026. with Rotarians from our club and other guests  This project comprises construction of a playground at Our Lady of the Way Catholic school in Ladyville Belize.  Ladyville is approximately 20 minutes north of Belize City, near the Belize airport.

Mark Emsden is a seasoned executive leader with over 20 years of experience in regulatory compliance and high-stakes investigations. Since April 2025, Mark has served as President and CEO of the BCMB, driving the strategic evolution of Alberta’s beverage container recycling system. 

He previously served as the organization’s Director of Operations and Compliance, where he managed over 220 depots and led critical fraud and system innovation initiatives.

Before joining the BCMB in 2019, Mark had a distinguished 21-year career in UK law enforcement, specializing as a Detective in homicide and organized crime. His background includes serving as General Secretary for the Police Federation of England and Wales (Suffolk branch) and acting as a Financial Investigator for several high-profile national cases.

A Royal Navy veteran, Mark holds a degree in Applied Investigations and is a Certified Fraud Examiner. He is a member of the Institute of Corporate Directors, committed to excellence in governance, stakeholder relations, and environmental stewardship.

Lieutenant-Colonel Taylor Hall

Canadian presence in Latvia and what the proximity to Russia meant

LCol Hall will speak primarily on the Canadian presence in Latvia, and what the proximity to Russia meant to the day to day activities.

Lieutenant-Colonel (LCol) Taylor Hall was born and raised in Lethbridge, Alberta, where he was active in youth sports, particularly in hockey and baseball. In 2004, he graduated from the University of Alberta in Edmonton, Alberta with a Bachelor of Science in Engineering Physics and enrolled in the Canadian Armed Forces that same year as a pilot.

Promoted to Captain upon receiving his wings in 2008, he was posted to 427 Special Operations Aviation Squadron in Petawawa, Ontario, to fly the CH-146 Griffon utility tactical-transport helicopter. In 2015, he was posted to the Royal Canadian Air Force Barker Aerospace College Aerospace Studies Programme with a focus on military aerospace procurement and project management. After graduating in 2016, he was posted to 438e Escadron tactique d’hélicoptères, in St-Hubert, Quebec as a tactics instructor in the Advanced Tactics Flight.

Promoted to Major in 2017, LCol Hall was posted to 403 Helicopter Operational Training Squadron in Gagetown, New Brunswick as the Squadron Operations Officer and then Chief Instructor. In 2019, he returned to 427 Special Operations Aviation Squadron until 2021, when he was posted to the Canadian Forces College in Toronto,  Ontario to complete the Joint Command and Staff Programme.

Promoted to his present rank in 2022, he was posted to 1 Wing Headquarters in Kingston, Ontario as the A7 Staff Officer responsible for Doctrine and Training.  LCol Hall has served on several international operational deployments, including Afghanistan and Kuwait. He has a Master of Defence Studies from the Royal Military College of Canada.  The aspect of his career he enjoys the most has been working with Canadians from across the country an  our international allies. When not flying helicopters, he enjoys skating with his family in their backyard rink or going for bike rides together around their neighbourhood. He is grateful for their incredible support.
